Where do you live? Humble? Kingwood? Houston? Harris County? Actually, if you live in Kingwood, you are in the City of Houston due to Houston annexing the area years ago. As one drives around the Humble area, you may drive in and out of the Houston city limits several times. The city limits of Humble include an acreage that is quite small; however, the residents and businesses with Humble as the city in their mailing address occupy a much larger area.

For over 30 years my family lived in the city of Houston, yet our mailing address was Humble. We lived in Eastex Oaks which is in the northernmost part of the City of Houston in that area. When we sought city services at the library, the recycling center or other services, we often spent some time proving that we lived within the city limits before we could access the service. On a positive note, we learned that the city limits ended a short distance from us on the old North Belt Road before the intersection with the frontage road of Beltway 8. When my children wanted to shoot some fireworks, that was a location close to home where they could go to enjoy their firecrackers.

The residents and businesses that receive mail with the city of Humble in their address are located from Lake Houston and the San Jacinto River on the east to Spring on the west and Hamblen Road on the north to Lee Road/Homestead Road to the south. Although the address for these residents and businesses is Humble, most are not located within the city limits of Humble.

I’ve had individuals ask me questions about their water supply, trash pickup, the taxes they pay or other subjects. I’ll ask, “Where do you live? Are you in the City of Houston, the City of Humble, in Harris County or somewhere else?” One must know the answer to that question before he can receive an answer to his question. If an individual notices signs that mark city limits, he will find as he drives around Humble that he may drive in and out of Houston, and many areas are not in any city. The City of Houston has annexed the property where the Intercontinental Airport Houston is located as well as the area of Bordersville, Kingwood and the property on both sides of the San Jacinto River and Lake Houston. Therefore, the homes on one side of a street may be in Houston while the homes on the other are not in the city.

My daughter had a major accident at the intersection of the Frontage Road of Beltway 8 and Lee Road. She was taken to the hospital before a police officer arrived at the accident. The Houston police were called. They said that the location was in Harris County. The Harris County Sheriff’s department was called; they said that the intersection was in Houston. Finally, a Harris County Sheriff’s deputy arrived at the scene. That is an example of what can occur if a person doesn’t know the legal authority of a property location.

So, I ask, “Where do you live?” I challenge you to know which government entity you need to call when there is a problem where you are. That knowledge can save you time and frustration. May you live happily in Humble regardless of the entity in control at your property address.
