At the April 19 Humble City Council meeting, the Humble Police Department recognized three citizens with merit awards based on actions taken to save lives in the community.

Civilian awards were given to two public works employees, Joshua Pitts and Thomas Otero. It was noted that these individuals were selected for their keen observance and notification of a suspicious situation involving a young, school-aged girl in a parking lot walking home from school. They noticed unusual activity by an adult male and made a fast-action call to the police that resulted in the apprehension of a sexual predator.

“As a father, I am particularly grateful for your heroic efforts. Due to your quick thinking, this person will be rightfully punished for their words and intent,” said Humble Police Chief Delbert Dawes.

The young girl and her family came to the front of the room to personally thank the gentlemen for doing what they do every day.

“I know that both of you are also fathers and you know the importance of keeping our children safe,” added Dawes.

Both of the employees received a certificate for framing and a gift card.

Dawes presented the Life-Saving award and pin to Officer Joshua Landrum.

“Officer Landrum exhibited a quick response and administered advanced medical care for an injured citizen in crisis,” said Dawes.

Landrum had applied a city-issued tourniquetto a lady that had self-inflicted wounds in an Humble hotel. Due to the officer’s swift response, he was able to stop the bleeding and ultimately save her life.

Dawes continued, “It is not every day that an officer is in a situation to apply his or her knowledge received in ongoing training. However, when the opportunity presents itself, it is absolutely critical that the officer remain calm while thinking swiftly on their feet. I could not be prouder of Officer Landrum for making use of the tools available to him and exercising sound judgement.”
