When the 84th Texas Legislature passed HB 2804, it changed the Texas school accountability system so that every campus and district receives one of five ratings from A-F. According to the Texas Education Agency (TEA), campuses receive grades “much like students receive grades in individual subjects and those are combined for a GPA. The law requires schools and districts to be issued grades based on five different areas of performance or “domains,” and those five grades must be combined into a single overall rating.
The ratings will be issued for the first time in August 2018, but in the meantime, the TEA released a work-in-progress report on Dec. 30, noting that “the ratings in this report are for informational purposes to meet a legislative requirement and represent work-in-progress models that are likely to change before A–F ratings become effective in August 2018. No inferences about official district or campus performance in the 2015–16 school year should be drawn from these ratings, and these ratings should not be considered predictors of future district or campus performance ratings.”
The five domains being graded are: Domain I: Student Achievement, Domain II: Student Progress, Domain III: Closing Performance Gaps, Domain IV: Postsecondary Readiness, and Domain V: Community and Student Engagement. In this work-in-progress report, Domain V, which makes up 10 percent of the total grade, was not graded, so an overall rating was not given to any campus.
