Harris County Precinct 4 Constable Mark Herman’s Emissions Task Force Unit executed multiple felony arrest warrants at the Speedy Laser Lube, located at the 10800 block of Homestead, Houston Texas 77016. This business is a state licensed vehicle inspection station where subjects were allegedly conducting numerous fraudulent vehicle inspections using a procedure called “clean scanning”. The suspects were observed conducting unlawful inspections by bypassing the emissions and safety portions of the state mandated vehicle inspection. The defendants completed 632 fraudulent inspections over the past six months. This type of criminal activity affects all of us due to toxic emissions being emitted into the air we breathe and allows for unsafe vehicles to be driven on public roadways.

The Emissions Task Force was created as a result of grant funding made available to Harris County from the Texas Commission on Environmental Quality Local Initiative Project.
