Brian Shoemaker asks: Are people legally allowed to solicit even though you have a no soliciting sign on your property? Lt. F. David Escobar of the Harris County Precinct 4 Constable's Office offered the following explanation: Many communities and subdivisions in our area proudly display signs that read “No Soliciting” or “Soliciting Prohibited” posted at their entrances. Unfortunately, these posted signs only represent rules and restrictions imposed by these subdivisions. Neither the State of Texas nor the unincorporated areas of Harris County has any laws or ordinances against soliciting, thus police officers cannot enforce these restrictions. However, this should not stop citizens from calling the police when confronted with a solicitor that seems suspicious. Many cases have been cleared and arrests made from residents reporting a “suspicious person” to police where a solicitor was involved.
